The housing bill just pointed federal money at new homes.

On July 11, 2026, the 21st Century ROAD to Housing Act became law — passed 85–5 in the Senate and 358–32 in the House, and enacted without the President's signature. It bundles dozens of measures aimed at getting homes built: streamlined environmental review, a $200M-a-year innovation fund, grants for pre-reviewed ADU, duplex and townhouse designs, and — the one that matters here — Community Development Block Grant money can now fund new affordable housing construction, which it couldn't before.

The thresholds aren't new

Davis-Bacon prevailing wage has applied to federally-funded residential work for years, at these unit counts. The bill didn't change them:

  • CDBG-funded residential 8+ units
  • HOME-funded residential 12+ units

What actually changed

The money moved, not the rule. CDBG dollars reaching new construction for the first time means builders who never had a reason to file a certified payroll may take that money — and land on the wrong side of a line that was already there. The rule is old. The exposure is new.

So — does this land on you?

Ask one question: am I bidding a residential job of 8 or more units with CDBG money (or 12 or more with HOME money)?
